PREMIER STOFILE SIGNS AGRICULTURAL AGREEMENT WITH CHINA

Eastern Cape Premier Makhenkesi Stofile will sign an agreement on agricultural cooperation with Governor Chai Songyve of the Zhejiang
Province of the Peoples Republic of China, on Thursday, 24 May 2001 in Bisho, Cabinet Room at 17h45.

Governor Songyue is leading a top political and business delegation on a three-day visit to the Province of the Eastern Cape. He is
reciprocating a visit to China by the Premier and two MECs, Max Mamase of Agriculture and Land Affairs and Gugile Nkwiti of Housing, Local
Government and Traditional Affairs in September last year. Acting Head of International Relations Unit in the Office of the Premier, Mr
Mlungisi Ncame says the Province of the Eastern Cape has the partnership with the Chinese Province. The relationship was established
following the formal setting up of diplomatic relations between South Africa and Peoples Republic of China.

The current focus areas of the Eastern Cape/Zhejiang cooperation are bilateral trade and agricultural exchanges. Details of the declaration
of intent were finalised during a visit by agricultural experts from Zhejiang in March 2001. Mr Ncame said Eastern Cape is mostly
interested in exporting Boer goat meat and Cashmere products to China.

MR Ncame said the two provinces were also exchanging information on the following matters of mutual interests: cost effective agricultural
implements for emerging farmers, hemp production and processing as well as exporting of leather goods. He also said that the Zhejiang
Government had shown keen interests in acquiring some of the factories in Dimbaza Industrial Area, which is 15 kilometers from King
Williams Town.

The Premier and the Governor after signing the declaration of intent will address a media conference. After conference all visitors will be
taken to State House for a dinner. This delegation will also be visiting the Coega Development Corporation and meeting other business
people from the Nelson Mandela Metropole.

(Please also note that on 25 and 26 May 2001, Premier Stofile will be attending a Graduation ceremony at the University of Fort-Hare in
Alice.)

We would appreciate your attendance and coverage of these important engagements of the Premier.
